Vello Retreat has designed this project with fire resistant landscaping buffers designed to resist fire progression for this community and surrounding neighborhoods.

CA Fire Code Compliance

Vello Retreat is designed to meet the 2022 California Fire Code in full, along with all applicable state residential, energy, and green building standards.

Project Timeline

Vello Retreat is currently working through the City of Ventura's entitlement process. Here's where things stand and what's coming next.

2025 - Complete

Project Design & Submittal

Bassenian Lagoni completed initial project design. Full submittal package filed with the City of Ventura including site plans, architectural drawings, and supporting studies. Original plans were submitted in 2021.
LATE 2025 - Complete

Design Review Committee

The project went through the City's Design Review Committee (DRC) process. All DRC comments were addressed and resubmitted in February 2026 — including updated elevations, landscaping, and architectural refinements.
SPRING 2026 - In Progress

Environmental Review (CEQA)

The City is completing required environmental studies, including water and sewer availability analysis. The CEQA document is expected to be released for public review in April or May 2026.
SPRING/SUMMER 2026 - Upcoming

Community Meeting

A public community meeting will be held to present the project, answer questions, and hear from neighbors. Details on date and location will be posted here as soon as they are confirmed.

The project is targeted for a Planning Commission hearing in summer 2026 (currently anticipated July–August). This is the public hearing where the City will consider approval of the project.

Your Questions, Answered

How many homes will be built? 

Vello Retreat will include 117 residential units total: 24 two-story single-family homes, 11 three-story stand-alone homes, and 82 units across 41 three-story duplex buildings — all on 17.61 gross acres.

Will there be any affordable housing? 

Yes. 12 of the 117 units are designated as moderate-income units under the City of Ventura’s Inclusionary Housing Program, ensuring the community is accessible to a range of income levels.

How will the project affect traffic and parking? 

Every home at Vello Retreat includes a 2-car attached garage and dedicated guest parking spaces. The project’s traffic impacts are being studied as part of the required environmental review. Those findings will be made available publicly when the CEQA document is released.

What is being done about fire safety? 

Fire safety has been a central focus in the planning of Vello Retreat. In coordination with Ventura Fire, the project includes a comprehensive fire prevention and emergency evacuation plan designed to help protect residents and ensure clear response procedures in the event of an emergency. The community has also been designed with fire-resistant landscaping buffers intended to slow fire progression and provide additional protection for both the development and surrounding neighborhoods.

What does the neighborhood look like? 

The community features a mix of 2-story and 3-story homes with varied architectural elevations so that no two adjacent buildings look the same. 3-story buildings have been setback from the existing 2-story communities surrounding the site. The 3-story duplexes have been specifically redesigned with simplified materials, new roof massing, and covered ground-floor porches to reduce visual mass and blend with the surrounding neighborhood.

When can the public weigh in? 

A community meeting will be held before the Planning Commission hearing, giving neighbors the opportunity to ask questions and share feedback directly with the project team. Vello Retreat is being developed by Ravello Holdings, Inc., based in Manhattan Beach, California, with an office located in Camarillo. The project is designed by Bassenian Lagoni Architects of Irvine, California.
